I had a problem with my aerial, where the plastic drive cord had broken, thus no up/down movement when the radio was switched on or off. The motor was running though.
After i removed the motor, dissasembled to remove the broken drive cord, i put it back together, but never got the motor to work from then on. No sound from it when you turn on or off the radio.
Managed to for the forth time have a look at the wiring to the aerial.
Then decided to remove the two screws that hold the steel case onto the motor itself.
After it was removed, a small amount of black carbon fell out.
Once i put it back together, the motor worked again.
So i could then install the new aerial madt. Now good as new.
Not sure if your aerial is simply not working, but thought this solution may also work for you too.1999 Prado VX Grande White on Silver 3.4Ltr Auto
