It is a safety feature, your car is more visible with its headlights on. Sounds like you are those people who don't put your lights on when it's pouring rain.
As for "burning" through headlights faster, that comment is almost as bad as saying to avoid using your headlights as much as possible because it will drain your battery even with the engine running.
I always run my headlights day or night on my other car, the prado just does it without flicking the switch.
