I don't believe so, but it may depend on the market. From memory (in Australia) it was late-2004 for the petrol and either 2005 or 2006 for the diesel.

Quite possibly, just not with an iPhone or Apple device. They don't play nice with the Bluetooth of these OBDII devices.
I 'borrowed' (read:Stole) my sons iPod touch to jailbreak it and test. It works, but Android devices work better.
