since A/bull bars are illegal in EU/UK these days I was wondering if there is any possibility/option to install a pair of spot lights in the front e.g. lightforce 170s directly on the bumper or grill? any ideas?

this is crap, I agree....the legal side is one thing but insurance companies are even worse, some would void the policy if any after-market A bar or bull bar is installed on the car...you could install a bar as long as it is provided/approved by manufacturer, Toyota however does not offer any bull bar solution for EU customers due to legal reasons...
edit: land rover for example is providing some kind of optional plastic(ish) A bar supporting spot lights installation....2003 LC4 D-4D AUT
