I have today received - in writing - confirmation from the RMS Technical team that VSI6 'Light Vehicle Modifications' covers all vehicles up to 4.5t gvm, so our 4wds are covered by it. As such, tyre diameter increases of 7% are allowed - going on 265/65R17 diameter of 776mm, we can fit tyres up to 830mm diameter in NSW, meaning 265/70R17 (803mm) are legal. There is also no mention in VSI6 about combined limits re tyres and suspension changes (the only mention re suspension is that vehicle ride height cannot be altered by more than 1/3 of the manufacturers suspension travel in the direction of the ride height change), nor any mention that the changes are not allowed on vehicles with ESC. The 'writing' is email, not a letter - essentially the last email in the trail reads:

From memory mine fouled on the rear windscreen wiper. It was a bit of a panic at the time as I think it was only a day or 2 before we headed to the Kimberly.
