If all checks out OK as you have stated you may have a failed Blower Motor resistor (If manual A/C Ventilation System) or a Blower Motor speed controller (if climate control model), as you have an 2006 model GXL I suspect you will have the manual A/C vent. system therefore a resistor blower motor speed control, the units are located under the HVAC assembly behind the glove compartment in the passengers foot-well. To gain access you can remove the glove box by releasing the retraction damper toggle (spring Loaded) on the RHS. using long nose pliers, then grasp the glove box cover with both hands and pull the cover assy slightly upwards this will unclip the cover, assembly is the reverse of this procedure but will require a couple of thumps by hand to relocate the bottom glove box clips and it is an acquired art to pick up and pull out the damper cord and clip and slot it back onto its locating screw head at the RHS of the cover.
With the glove box/ cover removed you will be looking directly at the Blower motor assembly Pollen filter (if fitted) , you can easily tell if you have the filter fitted! Remove the filter (if Fitted) you can now place you hand into the opening and check for freedom of rotation of the blower fan.
The resistor unit is located adjacent the blower motor under the discharge duct it is a rectangular jobbie held in place with two screws you will need to unplug the cable harness first then remove the unit, a continuity check using a multimeter will determine the resistors fitness, if open circited then it is stuffed, if stuffed you can get another unit from Toyota spares resonably cheap, you can also test the motor resistance at this point.
To remove the blower motor remove the resistor unit first, then unscrew the three blower motor/fan assembly screws it will drop out, be careful not to damage the gasket, you will be surprised how filthy this fan unit can get, I am going to clean mine after a recent bout of heavy Bulldust intake.
If you are unsure about testing the blower unit using a multimeter take it to an auto leccy.
Hope this helps a little, I will mention the glove box damper re-tractor thingo again as it can be a pain to fit the clip back on the screw.07 Upgrade GXL D4D, Manual, Dune,Sov Bar, BFG's, SG11, Redark dual Batts, Extensive Aux wiring, Stebel, LED stop tails, IPF HID's (my mod), 240V Inv, ARB Comp, GME UHF,TPMS, Safari snorkel, GPS,Hilux washers, 40l Engel in 30% pas pos, homemade A/C cond protection plate, polyairs.
